We’re delighted to confirm that The Supply Register has been appointed to the new third iteration of the Crescent Purchasing Consortium (CPC) Permanent and Temporary Staffing Framework.
As a not-for-profit organisation supporting the education sector, CPC frameworks help education providers procure services more efficiently, achieve value for money and remain compliant with UK procurement legislation.
The new CPC framework also gives schools and education organisations a compliant alternative route to market, with the flexibility to choose the workforce model that is right for them.
Following a competitive re-tender process, The Supply Register has been awarded places across three key lots:
✔ Master Vendor – for education organisations that want us to develop and grow their own dedicated bank of staff through our Bank First approach.
✔ Neutral Vendor – for organisations that want The Supply Register to independently manage and optimise their existing recruitment agency supply chain, providing greater control, transparency, compliance and value for money.
✔ VMS Only – for organisations that want to adopt our sector-leading tsr365 technology, giving them the tools to manage their own workforce and supply chain, including compliance, supplier management, data dashboards, timesheets, payroll and management of their own staff bank.
We are delighted to share that the rates available through the framework are below the newly introduced DfE price caps.

“The introduction of the DfE price caps should remove much of the uncertainty around agency charges, giving schools greater confidence over what represents a fair and appropriate rate and making it easier to focus on choosing the right workforce model, rather than simply chasing the lowest possible price.
The right model needs to deliver genuine cost savings and best value for schools, while recognising that high-quality recruitment suppliers still need to remain engaged in the market and able to provide the candidates schools need.
For more than 10 years, our rates have operated well below the newly introduced DfE price caps, while at the same time enabling us to build and maintain a supply chain of more than 300 recruitment suppliers. We have always worked hard to strike the right balance.
For us, delivering long-term value to schools focuses on more than cost alone. It means about improving efficiency, strengthening transparency and compliance, and giving schools much greater control over their workforce spend.
Whether a client wants us to build their own staff bank, independently manage their agency supply chain, or simply provide the technology for them to manage everything themselves, we now have a CPC framework route that supports each of those approaches.”
Our Bank First approach focuses on building direct workforce capacity wherever possible, with preferred agency suppliers providing additional support where needed. Our tsr365 technology supports this model by giving schools the data and visibility to manage their workforce more effectively.
For almost 10 years, this approach by The Supply Register has been available to be procured via the CPC Framework, supporting schools, trusts and education providers across the country.
