Before The Supply Register partnership
The Two Counties Trust, made up of nine secondary academies across Nottinghamshire and Derbyshire, is focused on giving students the tools, support, and experiences they need to succeed in life and make a positive impact in their communities.
But when it came to temporary staffing, the Trust was facing familiar challenges. Recruitment processes varied from school to school, and while there had been steps taken to reduce the number of agencies and standardise rates, there was still a lack of visibility and control.
As Debbie Duggan, the Trust’s Director of Operational Resources, put it:

Clear priorities, shared goals
When partnering with The Supply Register through the CPC Framework, the Trust’s goals were clear: bring consistency, improve visibility, and ensure better value across all recruitment activity.
The Trust wanted to move away from fragmented agency arrangements and build a reliable, high-quality preferred supplier list. There was also a strong focus on streamlining admin, strengthening safeguarding and compliance, and creating a more joined-up view of temporary staffing across all schools.
By centralising recruitment processes through a single point of contact, the Trust aimed to save time, reduce costs, and make more informed decisions for the future.

Proactive support from day one
Although the contract wasn’t due to begin until 2021, the pressures of the pandemic in late 2020 meant the Trust needed support sooner, and the team at The Supply Register stepped in without hesitation.
We ran training sessions for staff, held in-person meetings to build confidence with the new system, and worked directly with existing agencies to make the transition as smooth as possible. The Trust described the implementation as “very strong” and rated the onboarding process 10 out of 10.
Despite the challenges posed during the pandemic, The Supply Register provided exceptional support and flexibility, assisting us before the contract formally commenced. Training sessions equipped staff with the skills to effectively engage with the platform, while their proactive approach in liaising with existing agencies eased the transition significantly."

The Supply Register supports recruitment across all levels, from teaching assistants to senior leaders, through a mix of regional hubs and a central service delivery centre. This setup allows the Trust to scale quickly when needed, while keeping control at a local level.
Since then, the relationship has grown through regular communication, transparency, and a shared focus on continuous improvement. Our team works as an extension of the Two Counties Trust’s own, with dedicated account managers and ongoing support that reflects their values and priorities.
Termly review meetings help keep everything on track, from spend and performance to the quality of candidates, and the Trust continues to highlight the responsiveness of our team as a key strength of the partnership.
Improving quality, reducing costs
Since partnering with The Supply Register, The Two Counties Trust has seen real, measurable improvements across its recruitment processes. There’s now greater confidence in compliance and safeguarding, supported by robust candidate reviews that make pre-employment checks simple and reliable.
With standardised rates across all schools, the Trust has achieved better value for money, generating 14% savings on total recruitment spend to date. Permanent placement fees are now capped at 10-12.5%, helping keep long-term costs under control.
Candidate quality and engagement have also improved. 91% of supply staff have been rated three stars or higher, and 91% of bank workers have completed multiple days of work, providing schools with consistency and familiarity.
